The proposed project would require a
General Plan amendment and rezoning of
the project site from its current M-2
(Heavy Industrial) zoning district to
create a temporary Draft Central Waterfront
Plan (DCWP) Demonstration District that
would enact most of the controls proposed
in the January 2003 Draft Central Waterfront
Plan's Mixed-Use Residential District
(MURD) and increase the existing height
and bulk district from 50-X to 65-X.
More specifically, the proposed Demonstration
District, consistent with the MURD proposed
in the DCWP, would do the following solely
on the project site:

Eliminate dwelling
unit density restrictions;

Designate residential
as a principally permitted use;

Limit retail
and office uses to the first and
second stories;

Eliminate minimum
parking ratios; and
-
Require that
parking be "unbundled"
from the rental or sale of residentialunits.
The proposed
DCWP Demonstration District would "sunset"
or expire when the new zoning controls
associated with the final Central Waterfront
Plan are adopted by the Board of Supervisors
for the greater Central Waterfront Plan
area.
