The project site is also located within
the Central Waterfront Better Neighborhoods
2002 Program Study Area. A Draft Central
Waterfront Plan (DCWP) was released for
public review in January 2003. In response
to community input, Planning Department
staff issued a revised DCWP in February
2004 that increased housing potential
in the area. Both the January 2003 DCWP
and the revised February 2004 DCWP designate
the project site as a Mixed-Use Residential
District (MURD). The MURD would include,
among other things, the following land
use controls:
- Eliminate dwelling unit
density restrictions;
- Designate residential
as a principally permitted use;
- Limit retail and office
uses to the first and second stories;
- Eliminate minimum parking
requirements; and
- Require that parking
be "unbundled" from the
rental or sale of residential units.
The project would
be consistent with the DCWP and the draft
MURD zoning.
